outline view, right click, RUI handler

Reproducible: Always

Steps to Reproduce:
1.create a RUI handler with some variables and functions.
2.Open the outline view, right click, nothing happens.
please refer to the function in RBD.

Will, it is found that we missed the "right click" function in outline view. In RBD, user can right click and do valid operations on the item he selected in the outline view. This whole function is not in EDT. 

I need you give an assessment of the priority. Is this a must have for 0.7?
