Build Identifier: 20110918 nightly build

Wrong alert message when deploy a dd file with no RUIHander and Service, the message is "In XXXX DD file, no Rich UI Handlers, SOAP service, or EGL REST-RPC services are specified". While SOAP service doesn't support in EDT.

Reproducible: Always

Steps to Reproduce:
1. Create a Web Client Project
2. Open the DD file by DD editor, make sure no RUIHandler or Service added.
3. Deploy the DD file, the alert message shows up. You may see the wrong info as mentioned before.
