Build Identifier: 

1. Create Tigerstripe project with Entity.  Enable preferences to display annotations
2. Create dangled annotation
3. Select Entity in Tigerstripe explorer and select "Annotations/Attach
Dangling Annotation..." in dropdown menu
4. Do not choose annotation. See that Ok button is enabled 
User can click on "OK" button

Reproducible: Always
