Build Identifier: 

Create new library/program/package/source file/source folder with wizard, then click Browser button, a new dialog appears, but the help button in this dialog does NOT work, click it without any response

Reproducible: Always

Steps to Reproduce:
1.Create a new library/program/package/...with wizard
2.Click Browser button
3.Click the help button on the new dialog

The context-sensitive help (CSH, or "F1 help") is the last help information to go into the product, because the main purpose is to reference help topics.  I did not intend to do the CSH work before the .7 release.

Tony and I communicated about this.  He will learn from Chong Yuan what is necessary to place in the code.  

UA will need to know about any new IDs ("hooks"). Also, users of the .7 release will need to be told to go to Help > Contents rather than pressing F1.
