Toggle Comment not working in PHP Editor nor from menu neither by hotkeys. It's worked in previous build (Eclipse IDE for PHP Developers 1.3.0.20100617-0520). Also it doesn't show any hotkeys for Toggle comments at all, since I changed it, because I can't use Shift+Ctrl+<any key> (I and many others use Ctrl+Shift for switch keyboard layout). But when I press my hotkey combination Ctrl+/ it shows me popup in bottom-right with text 'Toggle Comment', but when I click enter still nothing happens.

Reproducible: Always

Steps to Reproduce:
1. Open php file in php editor
2. Source->Toggle Comment menu
3. Nothing happens

OR

1. Open php file in php editor
2. Ctrl+/
3. Bottom-right popup, clicking Toggle Comment or Enter
4. Nothing happens

Works ok for long time. Closing
