Build Identifier: M20110210-1200

Any rule set under Access rules of included libraries are ignored.

reason: SetBuildpathOperation ignores any AccessRule entries passing to indexers just path to included library 

Reproducible: Always

Steps to Reproduce:
1. Add External Source Folder under Library tab
2. Add Forrbiden access rule
3. Rebuild project
