The 'Finish' button of the 'Install New Software' wizard is incorrectly disabled.

Steps to reproduce:

- Open Wizard
- Select a site where some items will not install as they have missing dependencies, but others should (e.g. http://m2eclipse.sonatype.org/sites/m2e-extras)
- Select all items for installation
- Click 'Next'
- 'Install Details' screen: The operation cannot be completed...

Cannot complete the install because one or more required items could not be found.
  Software being installed: Web Application Runner 0.1.0.201105060943 (com.sonatype.m2e.webby.feature.feature.group 0.1.0.201105060943)
  Missing requirement: In-situ Web Application Launcher for M2Eclipse 0.1.0.201105060943 (com.sonatype.m2e.webby 0.1.0.201105060943) requires 'bundle org.eclipse.m2e.core [0.13.0,0.14.0)' but it could not be found
  Cannot satisfy dependency:
    From: Web Application Runner 0.1.0.201105060943 (com.sonatype.m2e.webby.feature.feature.group 0.1.0.201105060943)
    To: com.sonatype.m2e.webby [0.1.0.201105060943]

- Unselect the offending package (e.g. Web Application Runner)
- 'Next' button will be enabled - click it
- Install Details screen - click 'Next' again
- Review Licenses screen - Accept the licenses

At this point, one should be able to continue to install the package, but the 'Finish' button stays disabled.
