1. Save the 'Java' perspective under a different name.
2. Close the new perspective.
3. You should now have no perspectives open.
4. Open the 'Debug' perspective.
5. Open the newly saved perspective.
6. You will now get two part stacks marked as blue. You may have to repeat steps 4 and 5 a few times.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
