Improve branch creation procedures so it can be synchronous and more deterministic.  The problem being branch creation is handled in asynchronous jobs and operations which were not being returned.  Furthermore the artifact cache is not being forced to update.  Need to change the code so both of these are more dependable and spurious Sleep statements peppering the code after or near branch creation can be removed.
