CommandWrappers classes are duplicated among too many plugins.

Some are in :
- org.eclipse.papyrus.diagram.common
- org.eclipse.papyrus.modelexplorer
- org.eclipse.papyrus.core

As these are usefull for all Papyrus, they should be centralized in a single plugin.

Current duplicate of these classes should be marked as @deprecated and extend the true implementations, in order to be able to consider that only one implementation exist. (for instanceof tests)
