As asked on the Tycho mailing list. I 've tested Tycho 0.13.0 on one of my project and I have a strange behaviour.

Using Tycho 0.12.0 the build just work fine :
https://opensagres.ci.cloudbees.com/job/xdocreport.eclipse/

but with Tycho 0.13.0, the build fail with some compliation issue :
https://opensagres.ci.cloudbees.com/job/xdocreport.eclipse-tycho-0.13.0/

The fact is we try to build for eclipse RCP and RAP and we have things like this in the manifest.mf :

org.eclipse.ui;resolution:=optional,
 org.eclipse.rap.ui;resolution:=optional,
 org.eclipse.rap.ui.forms;resolution:=optional,
 org.eclipse.ui.forms;resolution:=optional
