Build Identifier: BIRT 2.6.1

A simple report with one table with 50 rows results in 2 pages when exported from the birt viewer as PDF, when "fit to page" is enabled.

When tracing what happens when the export as pdf happens, i can see that the url appears to be correct and it is passing the __pageoverflow=2 url parameter.

Steps to Reproduce:
1. Create Simple single table report using a simple dataset of at least 50-60 items
2. View the report using the web report viewer
3. Click the icon to export as PDF
4. Select "Fit to Whole Page" and click ok.
5. View the generated PDF and it has 2 pages.

This is the correct behavior.

Per comment #1, behavior is expected.
