When an extension point org.eclipse.ui.splashHandlers InteractiveSplashHandler is defined in the plugin.xml after exporting the Product with the Eclipse Product Export Wizard no splash Handler appears whe the application is started.
When I look in the config.ini there is no "osgi.splashPath=platform:/base/plugins/myProdukt". If I put this manually the SplashHandler appears as supposed. It is a RCP Application.
In the version 3.6 of Eclipse it does not work too.
I did not test the Version 3.5.
In the Version 3.4 it is working.

Currently we are not actively enhancing PDE build anymore. Therefore, I close this bug as WONTFIX. 

Please reopen, if you plan to provide a fix.
