The R4E context menu does not appear in outline view for external files open in an editor.  It does work fine if the file is present in the workspace.  This behavior started to appear when the plugin.xml file extension section was modified to hide the R4E context-menu when so selections are available on any view.  This does not make sense since even if we select items in the outline view, it still doesn't work, but only for external files.  This should be investigated.

THis is not an R4E problem.  Other plugin have the same behavior with external files
