User is allowed to augment an Augment entity, but then they're presented with the following error: "You cannot augment an Augmentation"

Reproducible: Always

Steps to Reproduce:
1. Create TS project 
2. Create Entity artifact
3. Create an Augment entity and augment the entity
4. Create second Augment entity: Notice that when you click on Browse under super-artifact, the first augment entity is displayed.  Select the Augment Entity > click on OK > Finish.

There is now an error on you Augment entity: "You cannot augment an Augmentation".  If this is not allowed, it shouldn't be displayed in the UI.
