I am not able to run the birt.war when the server [tomcat virgo 3.0.0] is run by the tooling.

Like bug 368781 this is a case where the server works fine from standalone, but fails under tooling. So I'll look into it as well.

Could you attach a zipped archive of the project(s) you are using, and detail any other additions that need to be made to the Virgo server runtime?

The only setting I changed was:
set property "WABHeaders" to value "defaulted" (<Virgo-Home>/repository/ext/org.eclipse.virgo.web.properties)

and just deployed the birt.war (3.7.1):
http://download.eclipse.org/birt/downloads/

I tested this with the latest tooling snapshot, VTS 3.6.0.RELEASE, and birt.war 4.2.1 and the WAR file ran fine from VTS started via the tooling. So the bug seems to have been fixed.
