When using the FORMAL review in decision phase, it is not convenient to enter the participant of the decision phase. We should have an option to select one or more participants with a check mark. The list can be populated with the active review participant. Also, we need to be able to add another participant to the DECISION phase which is an observer to the DECISION phase
