Build Identifier: 

When user adds an annotation via context menu of a TS artifact, the annotation view should automatically open and be visible to provide feedback that the annotation has been added. 

Reproducible: Always

Steps to Reproduce:
1. Right click on TS Artifact > Annotation > Create > Select an annotation
2. Annotation view should open and display the annotation that was just added.  If view is already open, it should be made visible an given focus.

Now annotation view is displayed after an annotation create.
