When there is no project selected in the package explorer, the pull icon for egit is still enabled. Clicking does make anything happen. If you select one project then Pull (as well as Push and others) is enabled and it actually pulls the commits from the remote repo.

The correct solution is (IMHO) that the icon is disabled if clicking does not do anything. (i.e. no project is selected)

This has been fixed for some time.
