Toggle Comment only works on one file after the workbench is started.

Reproducible: Always

Steps to Reproduce:
1.Open an EGL file.
2.Position cursor on a line of code and Ctrl+/. Works OK.
3.Open another EGL file.
4.Position cursor on a line of code and Ctrl+/. Nothing happens.
5.Switch back to first file.  Toggle Comment has been working on that file even though the second file had the focus.
6.Close all of the files.
7.Open any file.  Toggle Comment does nothing.
8.Restart the workbench.
9.Again Toggle Comment works on the first file, but nothing else.
