When sending an email questions using the R4E menu outside of the review navigator, the contents of the selection is not included in the email body.  It should be included to give context information to the receiver.

Content os correctly filled in when a question is sent from the Review Navigator context menu.

Content is now included for almost all possible combinations.  The only improvement that could be made later is to include information for files not in review and not in workspace (should rarely happen) and a way to identify non-versionized files besides the name.  For now if the file is not included in the review, the version will be set to (none available)

Also fixed multiple small bugs to display the R4E context-menu correctly.  R4E context menu is now displayed only in the views where it belongs.  There is still an issue with the outline view though (refer to bug 357149)
