Build Identifier: 

Create library or service in default package(did fill the package name when create them). Then create package, create program and constant assist in the program, the library/service defined in default package can not be prompted

This issue is also found in RBD.

Reproducible: Always

Steps to Reproduce:
1.create a library 'toplib' in default package
2.create a package home
3.create a program mypgm in home
4.create a function myfun in mypgm and constant assist in myfun, toplib was prompted
