When creating a new EGL project, Finish should be enabled when Basic is selected. The user can accept the defaults on the EGL Settings page and shouldn't have to go to that page unnecessarily. 

Reproducible: Always

Steps to Reproduce:
1. File > New > EGL Project
2. Give it a name.  Next.
3. Select Basic.
4. Finish should be enabled.
