If Child is in childNamespace and Parent is in parentNamespace and Child extends Parent then the generated schema is missing an import statement for the parent namespace (also missing a namespace declaration).

Change to QNameInheritancePolicy was removed as the fix for bug 356358 made it unnecessary and it caused SDO test failures
