There is no visual guideline on what to do to advance the review to the next step, 
this is very important as the Review properties are large and the user may not know which is the property needed to advance the review.

the introduction of an Advancing Icon in the Review Navigator tool bar would be a good alternative, 
then R4E can attempt to move the review to the next step and if there are requirements missing the user can get a good feedback on what is missing before trying again.

Menu items for the Review Navigator view toolbar and element context menus were implemented to advance/rewind state-enabled elements (Reviews, Anomalies, Postponed Anomalies).
