From the Preferences->General->Perspectives page, the Delete persepctive action does nothing.

Patch for delete perspecitve

This patch enables delete perspective for user saved perspectives in the Perspectives Preferences page.

It also implements "reset" perspective from this preference page for customized pre-defined perspectives.  This feature had been commented out but was available in 3.8 stream.
