Build Identifier: 

Define an externalType in EGL program, then use this externalType in a function, but it does not prompted by Constant Assist

Reproducible: Always

Steps to Reproduce:
1.Create an externalType in an EGL program
2.Create a function, wake up Constant Assist inside the function. The externalType was not prompted
