R4E functionality depends on CDT. Need to remove the dependency on CDT in reviews.r4e.ui
- In Package explorer, if CDT plug-in is not installed, the R4E menu is empty
- In File editor, R4E menu is available but if I try to add a review item, it generates errors.

I fixed all CDT, and also made JDT optional and fixed problems there too.  Now R4E fully works regardless whether CDT and/or JDT is installed.  I also reviewed and adjusted all plugins for obsolete dependencies.
