Steps to reproduce the bug --
1) Make the palette short enough so that a drawer has scrollbars (or enable 
details mode to do the same).
2) Scroll down in that drawer until you don't see the first item anymore (there 
should be an "up" scrollbar visible).
3) Click on a visible entry, and use the keyboard to navigate up to the first 
item.  Now, even though the first entry is completely visible, the "up" 
scrollbar is still visible and enabled.
