The following command fails:

    xs xdc.tools.configuro -t ti.targets.C64  -c ... -o /home/tmp/output/ foo.cfg

with
    xdc.PACKAGE_NOT_FOUND: can't locate the package '' along the path: '...'. 
        Ensure that the package path is set correctly.

Removing the trailing '/' from /home/tmp/output/ fixes the problem.

fixed in r1499 (xdctools 3.23) and r1500 (xdctools 3.22).
