Currently the tooling installs the latest runtime from either the latest-stable or the latest-release repository with a hard-coded feature id.
Since feature ids may change (bug 355359), I guess that a target definition file at a given URL would provide more flexibility.

A patch for the RAP tooling has been attached to bug 355359.
