Open File dialog can be opened in the eclipse workbench even when no perspective is opened up in the workbench. Thus leading to error on UI when a file is asked to open by providing file name in the same 'Open Resource' dialog.

Reproducible: Always

Steps to Reproduce:
1. Launch Eclipse 3.6 SDK in a workspace  
2. Create a Java Project and create a file (say myFile.java) 
3. Close the all the perspectives (if opened any)
4. Now press (Ctrl+Shift+R). Observe that Open Resource dialog gets opened on UI.
5. Provide some file name (say myFile) and press Open. Observe that an error dialog gets opened on UI saying Open Resource cannot be completed properly.

Feels like the handler should be disabled if we have no perspective.

I have tried reproducing this on eclipse 4.5, but the open resource dialog doesn't show when no perspective is open, so this might have been fixed in the meantime.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
