We have sensible org.eclipse.ocl.releng.* plugins for each build system, but have lost a common location, so:

psfs exists as an anomalous plugin/folder

dev.eclipse.org:/modeling/org.eclipse.mdt/org.eclipse.ocl.releng/OCLCodeFormatting.xml

referenced from http://wiki.eclipse.org/MDT/OCL/Dev/Setup#Formatting has no GIT location.

So

releng/org.eclipse.ocl.releng/psfs replaces psfs
releng/org.eclipse.ocl.releng/OCLCodeFormatting.xml is 'new'

psfs renamed as org.eclipse.ocl.releng and contents migrated to psfs.

Missing OCLCodeFormatting.xml added.
