I disabled the EGL SMAP Builder on my project, then did a clean.  The builder was added back!  See the attached screenshot.

Fixed EclipseUtilities.java in org.eclipse.edt.ide.core. When a builder is disabled, its name changes in the project spec to an external tools builder.
