Build Identifier: 20110808 with IDE projects from IBM CVS

Toggle comment is not working in the EGL editor.

Reproducible: Always

Steps to Reproduce:
1. Open an egl file in the EGL editor.
2. Position cursor on a line of code.
3. Right click for context menu.
4. EGL Source > Toggle Comment (or Ctrl+7).
5. Nothing happens.
