OCLinEcore supports an optional module declaration to name the root package.

In Helios, the Ecore to OCLinEcore serialization didn't need it. In Indigo the serilaization seemed to require it giving a clunky name that needs _'',

Make this declaration optional again.

module declaration now optional again and suppressed when OCLinEcore generated from pivot.
