Remove validation restrictions on where Number can be used.

I have changed validation and made NUMBER a reference type.

The following classes were changed:

TypeUtils
BindingUtilities
PrimitiveTypeBinding
FunctionValidator
LibraryValidator
PrimitiveTypeValidator
