Fixing the non-starting of PBS-RM

After adding a PBS-ResourceManger the starting failed, but the ResourceManager started after retrying to start it.

A missing memento was the cause of this behavior. In the class LMLResourceManagerMonitor all jobs are reloaded from a memento. Since such a memento have not been created at this point(first opening of the RM), the reload method is not called and the value of jobs (given before the method call) is still null. The null value was not observed in the class LMLManager. An added NPE check fixes this problem.
