This is to cover the work to 
* implement the shift from system libraries (such as StrLib) to type functions.  
* update the runtime type names

As such, it involves mostly runtime work and some generator work.

Most of this has been implemented, but because there are still residual bugs, I'm going to leave this open to cover them.
