m2e-wtp 0.13.1 has been released. It now depends on the new mavenarchiver feature (0.14.0) [1]. The p2 repo [1] is a composite site which references https://repository.sonatype.org/content/repositories/forge-sites/m2e-extras/0.14.0/N/0.14.0.201107260131/ so that the mavenarchiver dependency will be automatically found by P2. At least that's the way it works from the P2 UI. I hope the m2e marketplace will find it too. The big advantage over using associateSitesUrl in site.xml is that it can easily be updated without rebuilding m2e-wtp. The new provider is "JBoss by Red Hat" I hope it is enough to reinstate m2e-wtp back to the m2e marketplace.
