Consider adding key Log events, like benchmark begin/end, from the UIA effort (http://processors.wiki.ti.com/index.php/Category:UIA) into the XDC runtime.

The following events are added in xdc-y09:
- L_start
- L_stop
- L_startInstance
- L_stopInstance

Verified by Logging these new events in some simple examples, using XDC 3.23.00.29_eng.

Note that these 4 new events are @nodoc'd, implying they're subject to change - potentially in incompatible ways.
