This wasn't the case in Virgo 2.1.1.

I checked that both the kernel and VTS start, and the web admin console runs ok in VTS, when Equinox is deleted from lib/kernel.

Unfortunately, the Ivy exclude in kernel-ivy.xml does not work. There are some indications ([1]) that it may be broken. I pushed a workaround to branch bug353122 which simply deletes Equinox from lib/kernel after Ivy has done its worst.

Bug in ivy, exclude isn't working so doing a manual delete
