On Linux, viewer running in tomcat, axis2c server runing via apache httpd.

If the user running the tomcat server does not have permissions to access the wsdl files for the web service the the report fails.  The error is not reported to the user and the generation of the report continues past the data gathering stage until the creation of the tables fails.

The error code shown in the viewer is as follows -
Table (id = 186):
- Can not load the report query :186 Errors occurred when generating the report
document for the report element with id 186

Error.ReportQueryLoadingError2 ....

The error reporting aspect of this bug may be related to Bug No 352714.  A distinct bug reported at the request of Actuate.
