At the moment, when a JAR is referenced from a Tigerstripe project, user is able to expand the JAR reference and annotate the artifacts within the module.  Similarly, when a project is referenced, users should be able to see all the artifacts within the project and annotate them accordingly.  In other words, if there are two projects: Project A and B and A references B as a project reference, I should be able to see all the artifacts of B from A and annotate them from A.  The annotation storage file should end up under project A.
