Default should be 0 (meaning stop at the breakpoint every time it's hit - i.e. hit count is disabled), and users can change this to any value they want. If the user sets the hit count to 2, then the breakpoint will cause the application to suspend on the second time it's hit. At this point it disables until either the user re-enables it or its hit count setting changes.

Turns out we get this for free from JDT's stratum breakpoint.

Reopening - since we created our own breakpoint type we no longer get this for free. There will be two pieces:

1. Add this property to EGLBreakpoint and provide a Breakpoint Properties page for configuration.

2. Have each debug implementation make use of this setting. This part for Java will be small - we just need to propagate the setting to the stratum breakpoint.
