The extension point "Custom Artifact Metadata" has an element :

modelComponentIconProvider

That allows for a provider to override teh icon for artifacts, but there is no equivalent facility to override the icon for a TS project (eg based on the prsesence of a project-level annotation).

I believe this was requested to change the icon of an implementation model project, but that problem has been resolved a while back.
