We should be generating the following import statement when one or more types is 'ref:swaRef':

<xsd:import namespace="http://ws-i.org/profiles/basic/1.1/xsd" schemaLocation="http://ws-i.org/profiles/basic/1.1/swaref.xsd" />

Fixed in SchemaGenerator to add the specified import as needed.
