Partial support for nullable types may already be implemented, but this enhancement is for

* complete coverage across all of the data types
* verified by execution of the relevant FVT.dataTypes testcases, at a minimum (in addition to formal ECK testing)

Nullability is functionally complete and partially tested;  the additional FVT testcases will take some time to port and verify.
