This only happens when PTP is first launched, and attempts to reconnect to resource managers that were running when Eclipse was closed. 

Reproduce By: Create two remote resource managers that use remote tools connections. Set the auto start options. Exit from Eclipse. Restart Eclipse.

RM startup is not thread safe. ModelManager now starts each RM sequentially.
