Question 11 includes a pointer to:

<a href="http://www.eclipse.org/downloads/download.php?file=/">mirror site</a>

Not sure what this is supposed to point to; perhaps a list of mirrors for some download?

What is a good permanent URL for this?

That URL does "list all the mirrors", which I think might have been the intent? 

I suppose if you wanted to change it to mean "information about Eclipse Mirrors" then the following might be a little better?

You'll notice that page has a link to 
http://www.eclipse.org/downloads/download.php?file=/eclipse/index.html
which is, again, I think meant just to list all the current mirrors.
